Definitely Google.
They're quicker at doing everything. From crawling to indexing and result in higher search traffic.
I did it all a few months ago, Google picked up my site almost straight away. Yahoo and Bing haven't yet.
It's not surprising that Google are the market leaders, they do far more than all the others to support webmasters.
I don't understand the logic of the others. If they fail to support webmasters, those webmasters won't be bothering with them and will go straight to Google for everything. That includes search, adding tools, using all their services...
None of them have a chance of competing with Google until they get their houses in order and start supporting webmasters properly, offering decent services and proper support.
The internet is a three-way thing, webmasters, middle men and searchers. The middle man needs the support of both to function properly, and at the moment Google is the only one that even meets minimum expectation from webmasters.
A good way that this shows is in such threads as this one. 99% of all comments about search engines rank Google as the best, with Bing and Yahoo trailing behind, and usually people say it's for the same reasons; a lack of supporting webmasters.
